Why governments gives out grants to citizens

In a country,people they expect government do anything for them.They feel they dont have to suffer of problems like outbreaks of diseases,hunger because they have all power to ensure that people in country are safe with anything.It should not discriminate whom to help or not but they should treat all people in same class whether poor or rich.The welsh assembly grant is money given out by government to support the activities of nation and public as whole.Somethings like farming need full support from government because all people in country depend on farming,without it people cant find food for themselves and they can lose there lives because of hunger.Economy of a country depends a agriculture and with this they increase currency for other countries and they invest with others to have more money for country.This money helps local farmers to have all seeds for what they are dealing with and sources which are needed so that they can expand ways of farming and be of success.Government give out this money for sake of a country and people.All citizens are under responsibilities of government to take care of them.
